You may be confusing distributor advance with engine advance. if the dizzy is labeled 5-7 at 1500 and you are 7degree static you should get about 22 degrees on the engine at 1500 RPM.
distributor advance 7 x2 = 14 plus 7 degree static advance =21 degree advance.
Total advance for a series above 4000 should be about 30-32 depending on CR and fuel quality.
